Unclaimed driving test
I passed my driving test in October 2016 but never handed over my provisional due to me having to change my address. Six months later I ended up going prison and was there for unable to claim my driving test. Do you think this could stand for mitigating circumstances and maybe I could get my license if I could prove all of the above.
