A Polytechnic teaching institution just means that before 1992 they had a focus on STEM subjects, specifically engineering. Since 1992 most universities became independent and award their own degrees rather than is being 'centrally awarded' so I wouldn't worry too much about this as it's been over 20 years since a lot of universities made this change.
