Specimen papers are typically produced by exam boards before the first "real" papers have been created. Say, for example, am an exam board decides to offer a new GCSE in Swahili. They'll create a specification which teachers can use as a guide to their teaching, but nothing beats looking at a past exam paper to see the level of difficulty etc. But, for a new GCSE, there are no paper papers. Hence the specimen papers - created by exam boards to serve the purpose of past papers in helping people understand how the subject will be assessed.
