I'm not sure what you mean.
They do not release the mark schemes from our papers for a few years. However if you mean are the mark schemes set in stone? No. They can be changed and updated. Often mark schemes begin rather blank with the answer written only. Then an examiner will read a paper which they believe has proposed a reasonable and valid idea. Then the examiner will ask to add that idea to the 'Additional comments' section where it may say - allow .... or accept ..... They also may propose adding the statement to the mark scheme and get turned down in which case it will show up as ignore .... so that not other examiner asks the same question.
