UK student loan after studying abroad

My brother and I are UK citizens who have resided in the UK since 2013.
I chose to study and finish a degree here, whilst my brother chose to begin a degree in canada in March 2020, and has been living there while studying.
He is looking to transfer credits/do masters in the UK but we are unsure on whether he is now elligible for a student loan as he hasnt remained in the UK for 3 years in a row.
Can you kindly help?

He would need to meet out eligibility to be eligible for Postgraduate Master's funding found here https://www.gov.uk/masters-loan/eligibility
