Yes you can visit other colleges. Ostensibly, there are visiting hours but from my experience, the only times I got stopped by the porters were when I tried to visit the very touristy colleges (Magdalen, Christ Church). For those colleges, either go during visiting hours or have a friend from that college pick you up at the entrance.

Yes there are several ways to visit Oxford Colleges.
If you join some of the many Uni clubs and societies, they'll have meetings and events that use College buildings.
Go to talks, seminars, concerts that are held inside Colleges.
Ask to use other college libraries for that essential reading material.
They'll be other students on your course from different colleges, make friends and get invited to lunch.
Depending upon subject you're studying some tutorials will be held in other colleges.
Perhaps the best way to visit Colleges is during the Open Days.
