I have dual UK/French nationality but want to know if I pay fees in a Nordic country

do I have to pay fees if studying for a Masters in a Nordic country Helsinki university sent me this ambiguous message: 'Citizens of non-EU/EEA countries, who do not have a permanent residence status in Finland, are liable to pay the tuition fees. The fees are only charged for programmes in non-Finnish or multiple languages, not programmes offered in Finnish or Swedish. The tuition fees are charged for the degree programmes that lead to a Master’s or Bachelor’s level degree.

EU-citizens are not liable to tuition fees.

I believe that as I have dual nationality UK & France I am an EU citizen (I lived in France for two years before becoming French). I now live in the UK.
