I don't think so: you'd need to be the one with a disability/chronic illness, not your child

You wont be able to apply for DSA, but you should be able to apply for DLA for your child, the under 18s version of PIP.

DSA funds problems related to a disability which are due to studying at uni such as if you have medication they don't fund that as you would need it at uni or not. As your child isn't a student they wouldn't be able to support and most of the time they provide software to record lectures etc
