I think they're different. By practical report, I assume you're writing something about an experiment you did. By research report, I would understand that you'd be writing up on research you've done on a topic. In any case, it doesn't matter much, you'll always be provided with instructions for the assignments and the name they give the assignments doesn't really matter!
