So the gov. of Henry VIII
was basically the King, then below him was The Court, the Privy Council and the Privy Chamber.
My question: Is the Counsel the same thing as the Privy Council. As in, is the Counsel with Richard Fox (Lord Privy Seal), Earl of Oxford, Lord Treasurer..etc.. the same as the Privy Council which advised on affairs of state?

I would say so. cookie_monster333 also makes a good point - the monarch does very much have overriding control, in contrast to the modern political system.
