I am not into what law but I can assure you if two men agree to fight properly , unless they are licensed martial artists in the correct environment, they will both be arrested.
If you need to clarify what exactly will the charges be ask a police officer.

Doubtful. While they most certainly can be arrested even if they mutually agreed to a fight, the police would rarely waste their time in arresting them. Depending on the severity of course.
