A big fat NO. Unless you reapply to fashion the following year as a new student, but then you would have to have a very strong fashion portfolio. If you are talking about changing your area within fine art than it might be OK, but I fine art and fashion are two worlds apart. I suppose you might find ways to argue there are similarities between the two like drawing, or use of colour or whatever you could think of, but without seeing your word and just by the sound of your message, I would have to say your chances are close to zero. If you are thining about a less famous uni then you chances might be higher, but with CSM, there are hundreds of people who have already a very good portfolio to apply to the fashion, if you have been spending your time in fine art then I really don't know how could compete with them.
Sorry, this is the sad and hash reality. If you are really passionate with fashion and sure you won't want to change your mind a year down the line then have you considered doing one of those fashion folio prep courses run at UAL? I think they are like foundation but more fashion foucsed or something.
