#1.hair is dead and thick, so absorbs light whatever colour it is, the sun causes the pigments in hair to break down, skin is relativly thin, and produces vitamin d when exposed to uv, your bodie tries to ballance protection from the sun and production of vitamin d, dark skin provides better protection, light skin produces more vitamin d, so the more sun your exposed to, the less your body needs to make vit d, and the more it needs to protect itself.
