Regarding PhD study and the increase in costs

New account just to ask this question but heres the situation and could really use some input from people who know whats going on. Basically

On a masters course right now in a different city and wont finish until septemberish

Stressed out to the max right now and want to take a break to reorganise my life before i carry on with my education, maybe till the beginning of 2012

Want to do a PhD at Cardiff university or somewhere even better but the uni cost increase is worrying me

Is it still 9k a year to study for a PhD (and in the end come out minimum 27k worse off) if i were to start ??

any advice would be appreciated
The increase in fees recently announced by the Government is undergrad fees, not postgrad fees. Postgrad fees are set by the university.

Is it pretty common for PhDs to be funded (depending on the subject, anyway), and these pay for course fees anyway, so you won't necessarily see/know the required funding amount for the course itself.
