Last time I checked, it wasn't.

Don't see why you have to be so bitter and aggressive, it has nothing to do with you?
Title challengers: Man City, Chelsea, Arsenal

Top 4 challengers: Liverpool, Man Utd, Tottenham (Liverpool because the extra fixtures due to CL will bite, Man Utd because I still don't think they've recovered from losing Fergie, Spurs because they always keep failing)

Everton? Sorry, their loanees will (not?) be returning and Martinez's style of football that got Wigan battling relegation every year will surely see them drop to mid table again (not to mention Europa League fixtures)

Relegated: West Brom, Sunderland, Burnley. If Burnley don't spend I can see them doing just as well as Derby in 07-08. Leicester, I expect their Thai owners to splash the cash well. And QPR surely can't make the same mistake two years ago?

I think it's best to see how the Summer goes before making predictions. We don't even know who's leaving or staying.

I'm not going to make any prediction tables at this point, though what I will say, is that I can't see United being any higher than 4th (it'll be a good achievement if they make it back into the Champions League after 1 season out) and that the title will be between Chelsea, City and Liverpool again, and at this stage I'd say it'll be City again.

I'm sure we'll sign players in their place, perhaps even better players. Barry may well sign permanently too. That style of football got Everton 5th, challenging for 4th. Same style that won an utter dirge team like Wigan (on paper) the FA cup.
