Staying at Travelodge
On the Travelodge website it says:
So does anyone know if you can stay if you're and 18 year old with 2 17 year olds?

You can only make a booking if you are 18 years old or over. If you arrive at the hotel and are under 18 years of age you will not be permitted to stay alone. We may require photo id as proof of age.

If at least one of the party is 18 then they're an adult, so there wouldn't be any breaking of rules as the "adult" would be expected to supervise the "children"
