What do I need to do to look like this?

See photo attached, what do I need to do to build muscle in the stomach and legs whilst avoid bulking up, how can lose weight from my thighs as well? I eat relatively healthily however I have a cheat day on Sunday's, I'm 5'6 and weight 9 stone. I walk Atleast 2 miles every day and go to the gym 3 times a week for anything between half an hour to 3 hours depending on my school workload and how motivated I'm feeling. I'm a girl btw! Okay, I meant I don't want really muscly arms and legs, I just want to be tones and slim. What would I need to do exercise wise?

I never said that photo isn't achievable. OP said she wants to avoid bulking up - she can't do this naturally anyway.

Weighted squats in a calorific deficit (if you want to lose weight)

You're being contradictory, you say you want to "build muscle" yet avoid "bulking up", if you want to build muscle in the legs you could do the pistol squat or the dumbbell split jump.

Interms of stomach muscle I'd advise you to do weighted sit up or a hanging knee raise.
