Edexcel Maths Grade Boundaries, Eh?

Hey Guys,

Just saw the Edexcel Maths Grade Boundaries (Higher), now then.
I thought, mostly nationally, people found the exam challenging (I certainly did anyway), so why put up the boundaries for a C?
