Tuition Fees for would be Social Worker with a first degree

Hi,
I have had conflicting guidance in respect of applying to complete a BA in social work, that will lead to professional registration. Your own guidance says " if you've previously studied in the UK or abroad, you might be able to get some financial support if you don't have an equivalent or higher-level qualification, or if you're studying a course which leads to a professional qualification such as medicine, veterinary science or architecture", but the admissions tutor has intimated that as I have a first degree, I will not be eligible for tuition fee loans for this next year.I completed my first degree in 1993, but now I would like to have a career change and qualify as a social worker. Given the above guidance, and that as social work is a professional career, and the BA leads to registration with the social work register, can you confirm if I will be entitled to tuition fee loan for 2016/17?
