So I plan on doing the politics with integrated foundation year at Swansea starting in 2021, but I actually wanted to do a combined honours like politics and history, or politics and economics - is it possible to complete the foundation year then switch to a joint degree instead?

Ring the university directly. Politics and Economics might be a problem. They are taught on different candidates 5 miles apart. Why are you applying for the foundation year and not the main degree.
