Access to UCL issue

I was due to start UCL last year but was unable to enrol due to personal circumstances, I wasn't directly given a deferred offer as I had no reply after asking but it was mentioned. I now reapplied but would be 21 at the start of the course, I'm not sure if I'm no longer eligible for the access to UCL scheme but I have been rejected on the basis I do not meet the requirements, I am trying to ask them but not getting much of a reply.
