Hi not sure why the 13 is being multiplied by 4 can someone help please?

Edit - not too sure about the question as it seems to assume that you can glue bits together, but that isnt really stated in the question. If you have to cut whole pieces, Id get p=11,12 or 13 as you would have

3+p
so youd need p>=11 so that it couldnt be paired with the 3.
