Welsh or English finance?

My parents are separated, they live either side of the Wales-England border so one in each country. I spend equal amounts of time with each, so should I apply for student finance England or Wales?

Which parent's address do you use for formal use - bank accounts, driving licence, etc?

I use the one in England, was just wondering if I would still be eligible for the Welsh system as I think I may be able to borrow more based on income etc
