Would you accept a job in a location that you don't like and try to fix it later?

As in try to move to a more convenient area/department/site later on?

Like for me I already declined the job now but could I have accepted an apprenticeship that was originally supposed to be in Aldgate but the building wasn't built so they asked me to go to City Road which is too far, could I have accepted the apprenticeship and then fixed the location issue afterwards? (I doubt it would be fixed until the building is built though)
