Nothing. That's what many people do. You just aren't guaranteed to get another offer in the next cycle.

Hi there

Current Cardiff uni student here!

As said above, if the uni doesn't let you defer then there is nothing stopping you from backing out and reapplying next year if that's what is best for you. It is defiantly not guaranteed that you will get offered a place in the next year.
