got my paper back, English language NEA Coursework 13 mark deduced

is it normal for NEA to have a 13 marks deduction? after I calculated the mark I have, I found out that my NEA is 13 mark deduced, is it normal for NEA to have that much deduction, as it really affected my grade from A to B? Also, I already planned to resit my exam, so for the NEA, which score will it be used in my resit, the score from my teacher or the score from the exam board?
