Settled status with student finance

I am receiving 9.5k tuition loan from SFE, however the Uni I got into from clearing states that I should be paying international fees for their course, but all other Uni's I had offers for said I'd be having to pay home fees? Is it up to the Uni to decide if I pay home fees or international fees or is their a guideline they need to follow?
I have settled status through the EU settlement scheme.
