You're referring to the June 2023 grade boundary for Mathematics A (Higher), Paper(s) 1H and 2H - agreed?

I assume you're question is "How come you can get a grade 7 for only getting 47.5%?". These papers a hard and the grade boundaries reflect that fact.

This is easy to see if we compare the boundaries for a grade 5 for those sitting Mathematics A (Foundation) vs. Mathematics A (Higher). For those sitting the Foundation papers (which are significantly easier), they would have needed to achieve 140/200 (70%) for a grade 5. For those sitting the Higher papers (which are significantly harder), they would only have needed to achieve 55/200 (27.5%) for that same grade 5.

Harder papers = lower boundaries.
