Tuition fees declined

I need help!
I am due to start bsc (Hons) Public health. Student finance have declined the tuition part of my application and have accepted the maintenance part. My confusion is this is my first degree. I have previously studied and acquired diploma in nursing. I have not applied for student finance in the past. I received a bursary while studying Nursing.
Please may I kindly get help or clarity on this.

Your previous study does affect your future Tuition Fee Loan. Can you confirm how many years you previously attended and how long is your current course?
