It isnt as simple as that.
1) Depends on how compétitive the course / subject is - and therefore if they need to go 'below' entry requirements to fill the course.
2) Contextual offers - look to see if you are eligible for a lower grade offer at that Uni.
2) They will also look at other things - PS, reference, GCSE grades.
