Your countersignatory must either:
• work in (or be retired from) a recognised profession
• be ‘a person of good standing in their community’

Someone who is "a receptionist and works in admin" does not, as you say, work in a "recognised profession". So, is she "a person of good standing in their community"? I've never found a good definition of what that means. However, I heard that the Passport Adviceline (0300 222 0000) are very helpful and should be able to tell you whether your friend meet the criteria.
