Teacher is not submitting my UCAS application

My teacher has't sent off my application and i submitted it in october. Is there any consequences for him as he is trying to make me retake and i am not trying to,

Have you spoken to him about whether it will be submitted before the deadline?

Yes, I have but he keeps saying i need to retake and i do not want to whatsoever. He keeps saying I won't do well and is basically trying to kick me out 5 months before my actual exam.

I think his Boss is encouraging him to do this. I have one more day to decide whether im retaking or dropping out. He said i either can retake or drop out and find somewhere else i can do my a levels. Is he allowed to do this?
