There's isn't really a "child psychology" specialism. The closest would perhaps be Educational Psychology, where you're typically based in a school or other educational setting, Clinical Psychology or perhaps Counselling Psychology. If the case of the latter two, if you then deal primarily with children you might consider yourself a Child Psychologist, but the term doesn't have any official / legal meaning.

To become a practicing Psychologist (i.e. any of the above), you need to first gain a BPS-accredited undergraduate degree in Psychology, which you can absolutely do using your Level 3 Health and Social Care qualification (assuming it's a BTEC Extended Diploma, or similar). You would then gain some work experience and apply to join a doctoral programme (in Educational Psychology, Clinical Psychology or Counselling Psychology). Upon successful completion of that doctorate, you would register with the HCPC (Health and Care Professions Council) and would be able to practice as a Educational Psychologist, Clinical Psychologist or Counselling Psychologist.

You will note from the above that this is a long journey.
