Not every exam board does.

Different exam boards do things differently. I do AQA and as part of the first paper, you have something called the Skeleton Code which is this badly written piece of code on which you complete programming challenges on in the exam. It is released to you in September and you have until the exams to study it. The first three sections of Paper 1 are fine but the last section is horrible questions on the skeleton code.

One of my friends does OCR and they don't have the skeleton code or anything - just the theory stuff and the NEA.
