Most places won't take on under 16's. Because a) all of the rules and regulations surrounding employing under 16's. And b) because you don't get a national insurance unber until not long before you turn 16.

I am pretty sure it is illegal. However nothing stopping you from starting your own mini business. Whether that be dog walks, or car washing services. Print out some brochures and walk around your village or town and put it in all the houses. You'll be surprised how many people will need help. Make sure it's cash and stuff so the government don't come and ruin your life.
