Doctors note will cost me money?

I have been struggling with depression and stress, and I was talking to the Doctor today (during my appointment) about getting an extension on my assignment.
The Doctor said to get a doctors note it will cost me £20?

I dont know if this is normal or if the doctor is trying to pocket cash?

That's pretty normal my uni doctors used to charge £30 for notes.
enitrely normal as it's not a NHS GMS service to provide none statutory sick notes , you may be able to reclaim this from the HEI depending on their policy.

Why should the taxpayer fund a doctor's time spent doing paperwork which has no directly impact on improving anyone's health and only benefits the single person claiming it?
