Student Finance

i'm about to start my part time degree, but I'm confused about the finances. my course costs £3,500 a year, but i can borrow up to £4,500. on the application it says to state how much my course is per year but then above it says the university recommend £4,500.

So my question really is, can i say £4,500 per year and receive that without getting in trouble ?
