Do you know what the symbols shown on the diagram mean? What exactly is the problem you're having?

Do you know what logic gates are? Do you know what a truth table is? Do you know what the specific logic gates in the question are called and what they do?

I don't no what logic gates are, I dont know what the specific logic gates and what they do. I need help on writing the truth table and explaining the funtion of the circuit shown on the link.

The scope of what you you would need to learn in order to understand and answer this question is far beyond the amount of time I'm willing to spend on this.

I find it a little disconcerting that you don't know what logic gates are and have been given this question. As mentioned above, you need to do some background reading.

Summary: ~~the entire circuit is a full adder~~. Oops, see below. I'm not willing to do a truth table for you, drawing one will make sure you know how they work.
In order to get a crash course on the knowledge you need to fully answer this question, you need to know about the things listed below. I've also given an example resource.
* Logic gates (maybe see http://www.explainthatstuff.com/logicgates.html)
* Half-Adders (maybe http://www.play-hookey.com/digital/adder.html and http://en.wikipedia.org/wiki/Adder_(electronics))

Extra hint: the boxes are half adders.
