Pascal is a weird choice, but, the language chosen normally depends on what the tutor is comfortable with, rather than the ease of teaching. Although the ease of teaching a language does have an effect, what's the point in trying to teach a language that you're not comfortable with?
Personally, I would teach C#. As windows-only as it is (Not entirely true, Mono for Linux can run C#), it is very C-like without exposing students to the terror that is memory management and pointers.
