Irish Passport, planning to study in Scotland in 2013

Hello everybody

I recently heard that anybody with an Irish passport could study for free in Scotland.

I was so excited by this news, when I then heard that, just a week ago, this loophole had been closed.

However, according to that news story, somebody with an Irish passport who has also lived in Ireland (or any other EU member state) for at least three months could still study for free in Scotland.

So, my question is, could somebody born in the Republic of Ireland who lived there for the first year of his/her life study for free in Scotland?

The wording states 'if you have "exercised the right to residence"'. So it depends on whether - in your first year of life - you exercised the right... it seems to mean that you have either worked, studied, or been self-sustaining for at least 3 months. It also matters whether you have dual nationality. If you are not also a UK citizen then it might be different...
