You can only change courses at this stage - not Universities.
If you are outside the 7 day after you applied, then you can only do this with the consent of the University concerned. It doesnt matter if you have an offer or are still waiting - just email the main Admissions Office for that Uni and ask to be considered for the other course. Just make sure that this IS what you want - you won't get any sympathy if you then change your mind again. And make sure you do this before 15 January - many courses may be 'full' after that and a change may not be possible.
