The police are your best option at this point, I'm not sure if possession of drugs is illegal, it might be, Google it, however if he can't stop the weed it's likely he won't stop this phase as you put it.

Hey,your brother might be having some deep root thoughts. Try talking to him or to his close friends if possible .
These are symptoms of nicotine dependence syndrome.
If it's possible make him understand his aberration in behavior from normal and about his dependence.
