Some of the most common questions on TSR are about transfering and resitting and how that affects student finance.

Have you got any plans to come up with some nice clear guidance about false start years, leaving mid year (with specific-ish dates), what counts as exceptional circumstances to get an additional false start year etc etc.

It'd be really useful if there was official guidance on this for students in an easily digestible form that we could direct people to so that they can make decisions about dropping out, transferring, restarting or resitting with ALL the information they need.

Are they better off treating the new course as a new application or as a change in circumstance....and do they have a choice over which route to use?

Hi I will be starting university in sept 2016. I have a partner who works and 2 children under 3 yrs but when I start uni I wnt be working as it will b full time course so how do you go about this when doing the uni grants and loans. As they want what you earned in the tax year? By from September the only wage we will be getting is my partners thanks

Hi Thank you for your question. From 16/17 there will be no maintenance grant available as this has been replaced by a means tested maintenance loan. When assessing application we would only take your partners taxable income from the 14/15 tax year and any unearned income you received in order to means test your application.I would advise to have a look at our student finance calculator to help paint a more accurate picture of the funding you're entitled to. False Start Years / Gift years
All new students have access to a gift year if they need to repeat a year of study so if a student is starting a 3 year degree course they will have 4 years of full support available to them which can cover their first repeat year. However, if a student has studied previously then their funding may be different if this is the case then please contact SFE to discuss the details.
Leaving mid year The funding available would depend on the circumstances around the student leaving the course so if a student withdraws from a course the funding for the original course ends on the date of the withdrawal. So any funding which has been paid for the period after the withdrawal date will have been overpaid and will need to be paid back. If a student suspends their studies, for any other reasonthan medical reasons, then the same applies and the funding ends until a changeof circumstances resuming the student is received from the HEI.If the suspension is for medical reasons then it is possiblefor the funding to be extended for an additional 60 days once sufficientevidence is received.
Exceptional circumstances / Compelling personal reasons
If a student is unable to complete an academic year for exceptional circumstances it is possible for the funding to be reinstated and applied to the next available academic year. We would need to have the situation confirmed by a third party, the third party must have been aware of the situation at the time it happened. These cases are so varied we would need to assess these on a case by case basis so it is advisable for as much evidence as possible to be provided by the student. Hi,

Thank you for your question.

In relation to 16/17 change of circumstances will be available towards the end of March beginning of April due to changes being implemented in on our system. Therefore the following advice applies to 15/16 and will likely apply to 16/17 when this function becomes available.

If a student has a Change of Circumstance, the quickest and easiest way for a student to change their application is on their online account. The changes they can make will depend on the status of their application and the course start date.

The student can change:

Personal details

Home Address
Email Address
Telephone Number
Bank details
Living Location

Course and Loan Details

Depending on the status of the student application they can:

Change their university or college change their course details (including placement/study abroad/intake)
Cancel the application (new students only)

If the student can't make the course change online, they will be directed to print and complete the paper form CO1 form.

Loan Details

Depending on the status of the student application they can:

Change the amount of Tuition Feechange the amount of Maintenance Loan they wish to borrow

These changes can be made via the online COC under the 'Loan Amount' section & can be made up to one month before the end of the academic year.

In order to make changes to their application they will need to:

1. Log into their account
2. Select the 'Change this application' link at the bottom the account home page
3. Choose the type of change they want to make

Hi,We will consider an application as a new application if the student has withdrawn from a previous course. However, if the student is unsure if they should be classed as a new or returning student they would need to speak to their University. The funding available to the student will bedependent on whether they are a new or returning student.
