It depends on your personal preference, there's no right or wrong answer. Personally for my A-Levels I found it easier to focus on Text 1, only putting in Text 2 comparisons when I noticed them becoming relevant (so not trying to compare the two, just letting things emerge), then if I had leftover points to make about Text 2 afterwards, I did these at the end and referred back to Text 1, so whilst I wasn't comparing them together, I also wasn't really writing about one then the other, it felt more natural for me that way.
