Locke says that there is no evidence that would show that if at complete liberty, people's selfish nature would take over and chaos would ensue. He says that if people truly had a nature like this, then they would not be able to live in a society, never mind decide on adequate rules. Locke says that people in the state of nature should elect Judges to rule and decide on various issue for people. These judges would not have any real power, as they would remain in authority for as long as the people wanted them. Philosophers have criticised Lockes view, but unknown to them there were some Hebrew societies that were ruled by judges for short era's.

And yes, they would also have a duty to God to behave :p:

I always see Locke as in between the two extreme views of the SoN of Hobbes/Rousseau. I think as the above poster pointed out, he believes that man can exist cohesively but that the state is also a necessary entity to ensure the liberty of everyone. Just have a rant about human rights - he was a really influence on modern liberal thinking in that respect.
