There are possibly a few universities that will offer you a place, but they will only be after your money. Nowhere with any academic standing that will add value to your undergrad grade, is likely to offer you a place.

That presumes you have no tragic mitigation, and no substantial, relevant professional experience to mitigate your academic performance.

Even overseas fees aren't enough for any university worth its salt to make an offer to someone with just a 3rd to offer.

A few might, but their primary concern would be the fact that, with a third class degree, you would struggle with master's level academic work, and therefore accepting you would be a risk (as you'd be more likely to drop out etc.).

Unless you have accepted and evidenced mitigating circumstances for your undergraduate degree, you may struggle to find somewhere to accept you.
