It depends on whether you mean cheapest tuition fees or cheapest living costs (or both!).

Tuition fees can vary wildly from course to course and year on year so it's difficult to evaluate costs without more information about what you hope to study and your year of entry. However I've found a few blog posts that purport to list some of the cheapest UK universities based on average fees in 2020/21 at https://www.topuniversities.com/where-to-study/europe/united-kingdom/which-top-uk-universities-have-cheapest-postgraduate-fees-international-students and https://www.thecompleteuniversityguide.co.uk/student-advice/where-to-study/top-ten-cheapest-universities-for-international-postgraduates.

There's also a useful information post with tips about balancing costs with course content/value for money from Save the Student: https://www.savethestudent.org/international-students/international-student-fees.html. As a general rule, the more prestigious a university, the more expensive it is likely to be, and Medical/Science subjects tend to be more costly than Arts & Humanities ones. Tuition fees will also vary based on the length of your course - the longer the course, the more expensive it is probably going to be.

In terms of living costs, you'll generally find that the major cities (London, Liverpool, Manchester, Birmingham) will have higher rents and living costs - although of course you get the bonuses of city living such as a good transport network, more opportunities for part-time employment etc. Again, as a general rule, rental prices and living costs in the south of England tend to be higher than in the middle and north of the country. Keele, for example, is considered to be in one of the cheaper areas to live in the UK (Stoke on Trent/Staffordshire).
