Course cancellation by SAAS is a new application to another university.

Good afternoon guys . I applied for the full-time course at the college, but I dropped out of the course a week before starting and I had already received the letter from SAAS, but I would like to take another course at the Open university this year, do you know if it is possible? Because through the saas website, it is not possible to apply for a new course or change course this year. Thank you.
