I don’t get why for part c, how Bill is at
(6t-5)i+ (2t+12)j

Bill is originally at a point (-5i+12j). In b, you've shown he's moving at a velocity of (6i+2j).
All the velocity is telling you is that every hour he's moving up by 6km and right by 2km.
So after a time t he will have moved 6t km up and 2t km right.

Distance he moes s = ut = 6i + 2j [speed is 2root 10 in direction 3i + j so vel is 6i + 2j]

Add in his starting position
