Applying late for student finance late

Here's my situation:
I was not eligible for student finance due to my immigration status as it expired thus all of the evidence were no longer vaild. So I came to the conclusion that I'm not able to go to uni and made other plans.

However, I was granted indfindent leave to remain recently and the new IDs came on the 16th of may. I've been reconsidering everything.

Am I still able to apply? would the money come on time? as I require accomodation
